"The resolution on the proposal to amend Council Regulation (EC) No 732/2008 applying a system of generalised tariff preferences for the period from 1 January 2009 to 31 December 2011 was adopted by a wide majority in this House. If the Generalised System of Preferences (GSP) were not extended, many developing countries could actually find themselves in hugely difficult situations. Ever since 1971, Europe has tried to support and assist developing countries in order to reduce poverty by generating revenue through international trade. Following the entry into force of the Treaty of Lisbon, the procedure to change the GSP requires the intervention of the Council and of Parliament, which must pursue the creation of an effective system that is sensitive to the interests of the beneficiary countries whilst also requiring them to ratify and implement 27 international conventions on the protection of human rights, sustainable development, fundamental labour standards and good governance. Despite my support for this proposal for an extension valid until 2011, I feel I must emphasise the regret – which was also expressed by my group – over the Commission’s tardiness in dealing with this bill."@en1
