"Madam President, the 2012 budget of the European Union should continue the tradition of balanced budgets. On the other hand, we must not continue with the disputes we saw when approving the 2011 budget. We must not allow the creation of a temporary budget. That would have a very negative effect on the running of the EU. In order to avoid disputes and approve the budget quickly, we need to propose a sensible budget, which, in the current period of lingering economic crisis, means a tight budget. The public in the Member States expect that, in a time of spending cuts, the EU too will run its affairs well and frugally. If we lose sight of this, we will lose credibility."@en1
