"Mr President, Commissioner, please allow me to begin by congratulating the rapporteur, Mr Schwab, and Mrs Gebhardt on the work they have done. I have a general thought. It is not that protectionism is increasing, but rather that it is a case of not removing rights that already exist in some of the Member States. This is because if we want to set up a genuine internal market for relationships between companies and consumers and are pursuing that, we must establish, at the same time, a balance between a high level of protection for consumer rights and defence of companies’ competitiveness. This balance involves agreeing on a minimum level of harmonisation, as well as the possibility of allowing the Member States to keep or adopt any additional regulations that improve consumer protection. We cannot allow the adoption of EU legislation to mean that many consumers and users end up with less protection. I welcome the fact that negotiations in the European Parliament have improved, but I should like to insist that already-established rights not be removed."@en1
