"Mr President, Commissioner, ladies and gentlemen, I congratulate Mr Schwab on the work he has done so far and the excellent cooperation between the Committee on Legal Affairs and the Committee on the Internal Market and Consumer Protection. Providing for varying degrees of harmonisation of standards will allow us to achieve important results, which will provide real added value for European citizens. Significant among these are the fourteen-day right of withdrawal and the new rules on information requirements, not only on price but also on the identity and address of the seller. These improvements will increase consumer confidence, especially in cross-border shopping by providing the legal certainties essential for the development of commerce. This directive will also lay the foundation for other complementary measures, from the reform of European contract law to the process of reviewing alternative dispute resolution mechanisms. This fundamental harmonisation action is an essential condition for the development of an internal market focused on the rights of its consumers and serving the citizens of the European Union. About a year ago, Professor Monti said in his report to President Barroso: ‘Consumers and consumer welfare should be at the centre of the next stage of the single market’. First, the law-maker should reach early agreement on the draft directive on consumer rights, to ensure a high level of protection in an integrated retail market. This provision fully meets the demands, and I am convinced that Mr Schwab will maintain the necessary determination in the complex negotiations that will follow before the final adoption of the text."@en1
