"Mr President, we should like to express here our complete solidarity with the Japanese people, and we too offer our condolences to the victims of the disaster that has struck the country. We know that this disaster has triggered serious accidents in the Fukushima nuclear plant, the consequences of which still cannot be fully assessed. The accidents in this plant’s reactors resulted from the combination of highly improbable factors, it is true; however, they did combine and potentially it could happen again in other nuclear plants. We must therefore learn important lessons from what is happening in Fukushima. There is an immediate need to review and, if necessary, adapt the redundancies in terms of the plants’ safety systems, particularly with regard to the cooling systems. It is necessary to reassess the locations of existing nuclear plants, particularly according to the risk of earthquakes and the risk that a tsunami will occur. However, there is also a need to undertake a broad discussion as a society about the energy issue, our present and future needs, and how these can be met, tackling in a lucid and informed way the risks, impacts, potential and limitations of the various sources of energy."@en1
