"Mr President, Commissioner, we all draw one certain conclusion from the massive, catastrophic forest fires which, nearly every summer, hit the Member States in southern Europe and of which Greece has terrifying and traumatising experience: the key word in dealing promptly and efficiently with natural and man-made disasters in Europe is ‘solidarity’. Moreover, the Treaty of Lisbon has introduced a solidarity clause for the provision of assistance to Member States suffering the consequences of natural disasters.
We need to prepare for the proper and effective application of this clause. Otherwise, it will be as if we are ignoring the 70% of European citizens who stand to benefit from assistance for which the European Union has made provision if their country faces a natural disaster. It is important not to let budgetary pressures affect policy and funding for citizens in relation to disaster prevention.
