It was extremely difficult to explain to people why humanitarian assistance can be provided to citizens of countries outside of the EU, but not to EU Member States. It is obvious that the ‘polluter pays’ principle must be applied in the event of industrial disasters, but in most of these cases, these companies do not have enough money. The Commission promised to make environmental liability insurance mandatory for all companies engaged in hazardous activities.
