"Mr President, I would like to say that I agree with the opinion of the members who have spoken here this morning and who insist on respect for Parliament and for the Commission. This is why my modest vote in favour will depend on whether the European Council is prepared to accept the role of these institutions. This is because the new mechanisms we are talking about must be a significant component in economic governance, driven by a European Union that is capable of ensuring coherence between common economic policy, which must set clear, precise and limited objectives, and this stability instrument. In other words, we must ensure at all costs that this effort we are involved in does not end up going down the intergovernmental route, which is a blind alley or one dominated by just a few countries, because that would obstruct the reform. Fellow Members, Europe is being built one brick at a time, and this is one brick that will reinforce and balance this delicate building."@en1
