"Mr President, the main thing that comes to mind when I read this report and this amendment of the Treaty is that this is an absolute insult – an insult to the electorate, who now, for the second time, find themselves totally disregarded in relation to the Treaty – a Treaty that they were not even asked whether they wanted the first time around. It is an insult to taxpayers, particularly those in northern Europe, who are having to pay for the overspending in a number of southern European countries. It is also an absolute insult to the southern European economies, which may have the impression that it is a question of a lack of money in the countries in question. That is not the case. The problem in these countries is structural shortcomings. These countries should undergo a number of structural reforms if they are to fit into the model that the euro requires and aspires to. Only by changing their financial policy to be more like that of Germany will these countries be able to kick-start their economies. We might just as well say it like it is, and to constantly give them more money and ever cheaper loans will only prolong the pain. Thank you, Mr President."@en1
