"Mr President, President-in-Office of the Council, Commissioner, as rapporteur for the opinion of the Committee on Economic and Monetary Affairs, I agree, of course, with what Mr Brok said. I should just like to draw attention to two points: the important thing today is to have legal certainty. In other words, there should be no ongoing debate regarding the legal bases of action that may be taken at European level, whether it be intergovernmental or Community action; our preference, of course, is for Community action. Why do we need this legal certainty? Because Europe and the euro area are under constant pressure from the markets. We cannot destroy the markets but we can try to bring them under control. To do so, we must eliminate uncertainty, the decisions that are put off each day, and we must stop constantly wondering whether or not we can take decisions. It is therefore a matter of urgency, Commissioner, for you to heed Parliament’s requests and for us to quickly amend the Treaty so as to guarantee this legal certainty, which is necessary in order to respond effectively to the difficult economic circumstances we are facing."@en1
