"Madam President, Commissioner, ladies and gentlemen, the economic and financial crisis has led many people to rediscover the central importance of industry. Despite your efforts, Mr Vice-President, the Commission has still not always realised that. A great many acts, of which the documents on the Europe 2020 strategy or certain free-trade agreements that have recently been approved or are under discussion will not be the last, are still biased towards the service economy and the strengthening and development of services, particularly in the financial, banking and insurance sectors. In contrast, the real economy is giving us opposite signals, as you have said. Production and exports are rising and we are witnessing a reversal of the trend for relocations. We must encourage these signals, since no great economy in the world can escape the central importance of industry. Hence, we need to complete the internal market and to speed up the implementation of strong initiatives in support of innovation and research, technology transfer, product traceability, protection of intellectual property and promotion of European production, not to mention effective rules against dumping and for true reciprocity in bilateral negotiations.
