"Last year’s events involving the expulsion of Roma from one country to another and the discrimination against this ethnic group and its segregation from society have prompted the European Union to take concrete action. This includes the European Union strategy on Roma inclusion, initiated by the European Parliament. The inclusion of this ethnic group is not merely an obligation in terms of human rights, but also an economic necessity, and not only is it a moral imperative, but also in the strict financial interest of all the Member States. Moreover, given the extent of exclusion, the overall inclusion of Roma is essentially an issue of human rights. I would like to underline that by adopting a common strategy for the whole of Europe on Roma inclusion, we in the European Parliament are demonstrating that the European Union is not just leaving Roma integration problems to be addressed by the Member States themselves. As we have seen from recent events, these problems are impossible to solve purely at national level, and consequently there is a need for close cooperation between the European Union and the Member States. It is also very important for the European Commission and the Member States to mobilise existing EU strategies and measures and to coordinate actions, and find common ground in order to ensure the social and economic inclusion of Roma. The strategy will only be actively implemented once a common European approach on issues of European Roma integration has been found. Furthermore, we should involve representatives of the Roma community as much as possible in the process of drafting EU policy on Roma issues."@en1
