"Madam President, I should like to commend the very honest commitment of the Hungarian Presidency and Commissioners Andor and Reding. Nevertheless, Mrs Reding, we need to clarify the fundamental principles for protecting the rights of national minorities in Europe.
Firstly, the status of any national minority is not a purely national issue; it is a European issue. Secondly, national minorities could be integrated effectively on the basis of the mutual shared, but asymmetric, responsibility of the majority and the minority. The majority has more responsibility, but the minority still has some. National minorities should be integrated without the need for forced assimilation. Finally, the ban on discrimination is not sufficient. Only preferential treatment for positive actions can contribute to the real integration of national minorities."@en1
