"I voted in favour of this report on Tax and development – Cooperating with developing countries on promoting good governance in tax matters, as I agree with the rapporteur on its importance for the development of an efficient tax system in developing countries. In fact, the tax system needs to become the backbone of public finances in developing countries. The EU’s new policy for investment in developing countries needs to contribute to the establishment of an environment that is more favourable to domestic and external private investment, and to the creation of conditions for more effective international assistance. In order to promote growth, the EU’s investment policy needs to focus on the development of small and medium-sized enterprises, including the provision of micro-credit, the effectiveness of public services, public/private partnerships and knowledge transfer. The European Commission working document published in April 2009 entitled ‘Tax and development – Cooperating with developing countries on promoting good governance in tax matters’ provides pointers and methodologies for the promotion of synergies between tax policy and development policy, with the aim of making them both more efficient."@en1
