"This report relates to innovative means of financing at a world and European level. It outlines measures for dealing with the serious deficiencies in the regulatory and supervisory framework for the world financial system revealed by the global economic and financial crisis of 2007-2009. Financial transactions are currently characterised by an enormous increase in volume and a substantial discrepancy between the volume of financial transactions and the needs associated with them in the ‘real world’. New trading patterns, such as short-term investment and automated high-frequency trading, which have taken a central role within global financial trends and led to excessive volatility and risk taking, merit the attention of those in government. These are sufficient reasons for the European Parliament, within the framework of its remit, to make its contribution and indicate the measures it believes to be appropriate to resolve the current situation."@en1
