"I voted in favour of this resolution, because it is difficult to predict the severity of a pandemic and how it will unfold, and often when a pandemic occurs, many decisions are taken that are disproportionate. Therefore, it is necessary to pay significant attention to ensuring cooperation, independence and transparency. Above all, the prevention plans established both in the EU and its Member States for future influenza pandemics must be revised consistently, so that they are flexible and adapted effectively every time there is a risk of a flu pandemic. Furthermore, we must encourage cooperation and coordination of action at international and regional levels in order to properly ensure risk management and react promptly to the risk of a pandemic. I believe that more financial resources need to be allocated to research and development, and to that end we need to increase investment to evaluate and anticipate the impact of an influenza virus. It is important to ensure that the prior purchase agreement and delivery process takes place transparently, reducing corruption in this area. We must limit the influence of pharmaceutical companies, not just as regards distribution, but also the carrying out of studies into vaccines and antiviral medications. Scientific experts should declare publicly that they have no financial or other interests in the pharmaceutical industry."@en1
