"Madam President, women are in the majority in universities and are better qualified, but when it comes to decision-making positions, their rise is blocked by a glass ceiling. That is why we need quotas. It is a shame that Mr Bloom has already left. In politics and in economics, it should be noted that there is only one female chair of a central bank. Women were not responsible for the financial crisis, but they could have helped to prevent it.
Why is it that when we are talking about quotas, someone always brings up merit? Is it just the merit of women that is being questioned? Is it the case that men do not have merit? The quota is a necessary and temporary measure to promote the balanced representation of men and women in decision making and I would therefore congratulate the Commission on the efforts it has been making to ensure that decision making is shared in economic power as well."@en1
