"The motion for a resolution includes several significant aspects, such as: the need to prioritise agriculture in development aid and acknowledge the divestment that has been taking place in this area; the need for strategic stocks and intervention; and the need for market intervention instruments to become a key aspect of the future common agricultural policy, even though these instruments are not specified later and it is true that many people are only advocating so-called ‘emergency mechanisms’, compatible with the liberalisation of the market that has been pursued. Nevertheless, the resolution misses out crucial points and includes others that are negative or even unacceptable. It does not mention that the food crisis is the result of current agricultural and trade policies such as the CAP and free trade, and it does not make the fair and necessary criticism of these policies or call for the change that is needed. It accepts the integration of agriculture into the World Trade Organisation (WTO), although it does propose measures to mitigate this inclusion; for our part, we maintain that agriculture should remain outside the WTO. The basic concept of food sovereignty, which cannot be dissociated from food security, is not touched on. The problem of speculation is touched on, but very inadequately. The measures suggested do not go much beyond demands for ‘greater transparency’ in the market, which is clearly insufficient."@en1
