lpv:translated text	"Following the assessment of preliminary National Reform Programmes (NRPs), the European Commission presented a proposal to keep the employment guidelines adopted by the Council last year stable until 2014 in order to devote most attention to their implementation. This proposal by the Commission is understandable because the employment guidelines are an integral part of the Europe 2020 Strategy and they must be fully transposed into the Member States’ national programmes, and therefore the Member States should focus as much as possible on their implementation. Although these guidelines will not be reviewed annually as a rule, the main priority of the European Union’s employment strategy must continue to be full employment which would increase economic growth and competitiveness and strengthen social cohesion. The examination of the Member States’ draft National Reform Programmes shows that Member States should continue to make every effort to address the following priority areas: increasing labour market participation and reducing structural unemployment, developing a skilled workforce responding to labour market needs, promoting lifelong learning, improving the performance of education and training systems at all levels and increasing participation in tertiary education, promoting social inclusion and combating poverty. I would therefore like to call on the Member States to ensure the employment and social policy is implemented as effectively as possible, by drawing up, observing and assessing these national programmes."@en1
