"Mr President, I am delighted that you are here today, Commissioner, because your efforts over the years for which you were responsible for this area achieved widespread recognition. Nonetheless, you know from your own experience that there is still a very long way to go. It is vitally important that people who sit on expert groups are subject to a procedure and that sanctions can be imposed on them if they make incorrect statements. It is outrageous that people can claim to be independent when in reality they are clearly not independent. There must be sanctions for this; otherwise, what we have is a paper tiger. My second point is the issue of who is being represented; you will be familiar with this from the business world. Here, in particular, it must surely be in the interests of the Commission to open up the groups at last to representatives of civil society. Looking at what has been achieved in respect of the financial scandals and the economic crisis it is clear that a great deal of poor advice has been given. This is something that we need to work on urgently."@en1
