"Mr President, I would like to congratulate the rapporteur, Mr Kalfin, on a superb report, which in my opinion fully represents the position of the European Parliament. Extending the mandate for a guarantee for the European Investment Bank is very important, and I hope the conciliation procedure will achieve complete success. I also welcome the proposal to increase the amounts covered by the guarantee in relation to the Union for the Mediterranean. As regards the recent events which have taken place in the region – in Tunisia and Egypt or, for example, more recently in Libya – I am of the opinion that we should support the democracy which is coming into being there. On the other hand, I also think it would be a good decision not to extend loans to Belarus – previous speakers have referred to this – where, as the recent presidential election and related events have shown, democracy and human rights are not respected."@en1
