"Mr President, in my capacity as Chair of the Committee on International Trade, I should like, first and foremost, to express my satisfaction that we are about to successfully conclude our first major test in exercising the codecision powers that the Treaty of Lisbon has granted us in the area of trade agreements. I feel that we exercised our powers with a great sense of responsibility, and I believe that it is only right that I should thank the rapporteurs and shadow rapporteurs, and also express my gratitude for the spirit of cooperation on the part of the Commission and the Council, under the Belgian Presidency, during the negotiations on the safeguard regulation. It should be noted that in the vote that took place in the Committee on International Trade, there was an overwhelming majority in favour of recommending approval of the trade agreement and adopting the regulation on the safeguard mechanism. This demonstrates that Parliament is capable of forming a broad-based political coalition for more openness in international trade, in line with one of the principles laid down in the trade agreement itself, in fact. The trade agreement is, to my mind, mutually beneficial. With the mutual opening of both markets, each economy can profit from their competitive advantages. The trade agreement will not only remove tariff and non-tariff barriers, but will also encompass the opening up of the public procurement market, safeguard intellectual property rights, and protect employment rights and environmental standards. Once the agreement has been ratified, which will be tomorrow, I hope, we must move resolutely to the next stage, which is its implementation."@en1
