I believe that this motion for a resolution constitutes in some respects an overdue action for an economic sector – that of small and medium-sized enterprises – which plays a significant role in the EU economy. A review of support tools is also appropriate in the context of an economic crisis that has had a particularly virulent effect on SMEs, as eloquently documented by the loss of 3 250 000 jobs between 2009 and 2010 alone (more than a third of the new jobs that this sector had created). In this context, I consider it important to stress the cooperation between the European Commission and the European Bank, giving particular support to investments that are able to maximise the effectiveness of SME finance programmes. In particular, it is necessary to ensure the continuity of credit through action on liquidity and capital requirements and new initiatives in three strategic areas to boost the competitiveness of companies in a phase that is still difficult but certainly more development-oriented: internationalisation, innovation and growth in size. With its directive against late payment by public authorities, Europe has already sent out an important signal to support SMEs, and it is right to continue in this direction if it wishes to stimulate economic growth in Europe."@en1
