". The 23 million small and medium-sized enterprises (SMEs) in the EU play a crucial role in economic growth, social cohesion and job creation. I find the limited access that SMEs have to finance regrettable, and this is aggravated by the current financial and economic crisis. It is crucial that credit lines and guarantee schemes be available, so that the potential for growth and employment offered by SMEs may be explored. I welcome the creation of ‘Progress’, a new EU micro-finance facility for jobs. I support the implementation of the guarantee instruments within the scope of the Competitiveness and Innovation Programme, the Risk-Sharing and Financing Facility under the Seventh Framework Programme and the Structural Funds, and the Joint Action to Support Micro-Finance Institutions in Europe initiative. However, I call on the Commission to make using the Structural Funds easier and more flexible with regard to SME finance schemes. I also call for increased funding for innovative financial instruments in the EU budget, for the development of simplified, less costly regulations and guidelines."@en1
