"Madam President, the four guidelines of the Council on employment policy should also remain in force in 2011. The guidelines relating to improving qualifications would probably end up being implemented through the principle of supply and demand, even without state intervention. Increasing the employment of women does require such intervention, but before we proceed to that, Member States should recognise the work of women as mothers looking after their children, and the benefit this brings to gross domestic product. Let us not give work to those who already have enough of it. The state should therefore focus on combating poverty and social exclusion, as few people can escape the poverty gap by themselves."@en1
