"Madam President, the Employment Guidelines are and should be treated as a fundamental tool in the process of economic governance as expressed in the concept of the European Semester. These guidelines represent a foundation upon which the Member States’ National Reform Programmes are currently being constructed, and it is after all these programmes which will determine the success of the Europe 2020 Strategy. According to the schedule, work on the National Reform Programmes will be completed in April. I would like to stress the importance of involving both national parliaments and regional and local authorities in work on the National Reform Programmes, and in this respect I would also like to make reference to the opinion of the Committee of the Regions. Making changes to the guidelines at this stage could disrupt the process. I would like to draw attention to the need for an integrated horizontal approach to the implementation of the Europe 2020 Strategy. I would therefore also like to reiterate the significance of the cohesion policy instruments for the Europe 2020 Strategy."@en1
