"Mr President, ladies and gentlemen, the values on which the European Union is founded – human rights and fundamental rights – cannot be put up for debate. A judgment of the European Court requires urgent consideration and fast, effective action. This judgment requires the development, definition and implementation of a unitary strategy and common commitment. Asylum procedures must be dealt with immediately and in the best possible way.
However, Europe cannot abandon those border countries that find themselves managing emergency migrations which do not only affect them but also, by extension, the whole of Europe. The border countries alone cannot bear all the responsibilities of the costs and organisation required to deal with asylum applications that often require a great deal of time and long and careful evaluations. These timeframes and careful evaluations must not affect the dignity of the migrants, which must always be protected in any case."@en1
