We should therefore make the necessary preparations to enable us to respond rapidly and effectively enough in the event of a hazard, while, at the same time, constantly updating regulations and adapting them to the current state and progress of technology. Procedures need to be simplified and competences transferred to the Member States, which will be able to deal with such situations effectively.
