"For several years, we have seen the European economy being held back by the absence of a competitive EU patent, in comparison with other large world powers. For around 15 years, the European Commission has been proposing the creation of a single European patent. Finally, thanks to the ‘enhanced cooperation’ procedure, which allows several Member States to cooperate in a particular area when a legislative initiative is being blocked, we have been able to take a step in this direction. I therefore voted enthusiastically in favour of this report, which allows us to launch this enhanced cooperation procedure in order to create an EU patent system. This is an important step forward for all European businesses and for all small and medium-sized enterprises, which have been waiting a long time for this instrument, an instrument which is indispensable for innovation, research and development and competitiveness in Europe."@en1
