"The European Services Directive entered into force in December 2006 with the ambitious objective of opening up the market for service providers in the European Union, phasing out the Member States’ protectionist barriers on the exercise of service activities and fulfilling the principle of freedom of movement of goods and services in the Union. According to the provisions of the directive, European service providers must be able to work without bureaucratic hindrance anywhere in the European Union.
The own-initiative report under discussion, put forward by Parliament to keep a close watching brief on the implementation process of the directive in national legal systems, assesses the work done so far by the Member States. In particular, delays have been detected in the process of implementing the directive, as well as considerable problems of interpretation regarding the scope of its application.
Therefore, to protect operators in the market, I am calling for an urgent and unequivocal definition of the services coming under this directive. Lastly, I believe that the effective implementation of the Internal Market Information System, the broadening of its functions and greater digitalisation of the points of single contact in Europe would doubtless represent a huge advantage for service providers and would make it easier for small and medium-sized enterprises to access information."@en1
