"Brazil forms part of the ‘positive list’ of countries whose citizens are exempt from visa requirements when crossing the external borders of the European Union. Until now, this policy of reciprocity has been applied through bilateral agreements between Brazil and Member States. However, Estonia, Latvia, Malta and Cyprus have not signed any kind of agreement and their citizens are not exempt from visa requirements. The purpose of this agreement is exemption from visa requirements for holders of diplomatic, service or official passports, and it has the same aim and scope as the agreement relating to holders of common passports. However, under Brazilian law, the agreement relating to holders of diplomatic passports does not require ratification by the Brazilian Congress, and it will therefore come into force sooner. The two agreements do not replace the bilateral agreements signed between the Member States and Brazil; they simply complement them. I believe it to be important for this practice of reciprocity in visa waiver agreements to be applied to other third countries, in order to eliminate the existing discrimination, particularly with regard to the US and Canada."@en1
