However, not everyone from the European Union has the same privileges. Nationals of the following countries find themselves in this situation: Estonia, Cyprus, Malta and Latvia. This means that the ‘reciprocity principle’ is not being respected. In order for these citizens to be on an equal footing with the other inhabitants of the EU and Brazil, it is necessary to establish an agreement between the EU and Brazil.
