"Under the terms of Regulation (EC) No 539/2001, Brazilian citizens can travel to all Member States of the European Union without a visa, provided that this is for short stays.
However, not everyone from the European Union has the same privileges. Nationals of the following countries find themselves in this situation: Estonia, Cyprus, Malta and Latvia. This means that the ‘reciprocity principle’ is not being respected.
In order for these citizens to be on an equal footing with the other inhabitants of the EU and Brazil, it is necessary to establish an agreement between the EU and Brazil. We cannot have a two-speed EU, so I welcome the adoption of this agreement, not only because it seems inherently fair, but also because it puts an end to one of the few cases of negative discrimination that still exists between people in the EU."@en1
