"1999 marked the conclusion of the first Trade, Development and Cooperation Agreement between the European Community and its Member States and the Republic of South Africa, which came into force on 1 May 2004. This first agreement had a distinctly economic character, being based on trade liberalisation, and it left little room for development cooperation. The review of this agreement, which was provided for therein, was concluded in 2009, and introduced important changes in development policy, in particular, cooperation on issues associated with disarmament and the non-proliferation of weapons of mass destruction, the inclusion of the principle of the rule of law and human rights, the principle of aid effectiveness, particularly in matters concerning the fight against poverty, and achieving the Millennium Development Goals. New areas were added in order to enhance cooperation: the fight against terrorism and organised crime; the prevention of mercenary activities; the fight against the manufacturing of, trade in and accumulation of small arms and light weapons; and cooperation on migration. I welcome the adoption of this agreement with a strategic partner of the EU and the institutionalisation of non-state actors as cooperation partners, thus making them eligible for financial aid."@en1
