"An initial Trade, Development and Cooperation Agreement between the European Community and its Member States, of the one part, and the Republic of South Africa, of the other part, was concluded in Pretoria on 11 October 1999 and came into force on 1 May 2004 for an indefinite period. This agreement has a five-year review clause following its entry into force. The entry into force of the Treaty of Lisbon has also necessitated the adoption of a new agreement, so that the EU can exercise all the rights and obligations that were previously exercised by the European Community.
The revised agreement concluded at Kleinmond in 2009 introduced a certain number of important amendments into the initial agreement, particularly the following changes in the area of development: disarmament, democratic principles, human rights and the rule of law, cooperation on disarmament issues and the non-proliferation of weapons of mass destruction.
