"Madam President, if the European Union is to boost competitiveness and become a world leader in innovation, its creative potential must be adequately secured. The EU patent system, however, suffers from many deficiencies, preventing the establishment of unitary patent protection, but also the development of the internal market, thereby reducing legal certainty for inventors and innovative firms. The provision of unitary protection of inventions in all Member States through the existence of a single European process for granting patents on the basis of a unitary system of patent law would expressly clarify a complicated system while, at the same time, reducing costs, particularly for small and medium-sized enterprises, which are having to pay up to three times higher costs than in the US, for example. Since the attempts to create unitary patent protection throughout the EU have failed to fulfil expectations, and in view of the fact that all of the legal preconditions stipulated for enhanced cooperation in the area of creating individual patent protection are fulfilled, I agree with the European Parliament giving its consent."@en1
