It is essential for there to be agreement throughout all stages of the implementation of this directive that public services should not be covered by the directive, but that it should ensure social rights and comply with the requirements of employment law. It is clear that the Commission and the Member States must increase their efforts to set up high quality points of single contact in the Member States.
