"The international press has discussed at length the case of Mikhail Khodorkovsky and there actually seems to be every indication that this case has been exploited for political purposes. The recent statements made by Judge Danilkin’s press officer clearly show the Russian justice system’s lack of independence. On the other hand, it is important to stress that this is not an isolated case. On the contrary, the NGOs operating in Russia regularly report that the standards for a fair trial are not met in this country. Furthermore, in September 2010, the Council of Europe Parliamentary Assembly asked the authorities in Moscow to adopt reforms to guarantee the independence of the justice system and to end the harassment of lawyers. Lastly, it is important for us to stress the critical situation in the North Caucasus, a region where a climate of impunity reigns and where, even worse than this, victims are afraid to defend themselves so as not to put themselves even more in danger. If they want to show their credibility through announcing their intention to respect the rule of law, the Russian authorities clearly need to make greater efforts than they have done so far."@en1
