"Mr President, the management of innovation, in other words, the research and development of new technologies and production processes, their implementation on a large scale and the choice of the appropriate time to implement them, should have the protection of the public interest, improvement of quality of life for the public and environmental protection, first and foremost, as its guiding criteria. These principles, rather than the narrow commercial interests of industry and business, should primarily guide the efforts towards innovation and the management of their implementation. This also applies to the case of vehicle emissions. Given that the transport sector accounts for a substantial proportion of CO emissions, an appropriate part of the efforts at reduction should be focused on this area. It is therefore important to pursue an increase in vehicle energy efficiency, a reduction in fuel consumption and, in general, the development of low carbon technologies. This is now made possible by scientific and technical developments, which take into account the progressive and inexorable scarcity of fossil fuels at the very outset, something that it is already vital to heed."@en1
