"Mr President, I would first like to congratulate the rapporteur, Mr Callanan, who has worked very hard and, most importantly, achieved an optimum result. It was not at all easy to reach an agreement at first reading on a regulation as complex as this one. The motor industry is of vital importance in the European Union. It is, moreover, an industry that is committed to the European Union’s objective of reducing emissions and to technological innovation. This agreement is a stable framework that gives legal certainty to our vehicle manufacturers. I believe that the targets for reducing emissions are both ambitious and realistic. Manufacturers will have to achieve 147 grams of CO per kilometre by 2020. I am sure that they are going to succeed, and they will therefore have contributed to the European Union’s objective of reducing emissions by 20% by that year. However, there are also other elements of interest in this new regulation, such as super-credits and promoting alternative fuels. Biofuels are clearly promoted, in line with the EU’s objectives regarding renewable fuels for 2020. I am highlighting this obvious fact because if the Commission continues with its hesitant proposals on biofuels, we will not achieve our objective for 2020. Finally, I would like to end my speech by congratulating the shadow rapporteur for the Group of the European People’s Party (Christian Democrats), who has just become a mother and has worked very hard and also helped to make this agreement a success."@en1
