"Since 2007, the EU has been streamlining its geographical cooperation with developing countries in Asia, Central Asia and Latin America, and with Iraq, Iran, Yemen and South Africa under Regulation (EC) No 1905/2006 of 18 December 2006 establishing a financing instrument for development cooperation. The primary and overarching objective of this regulation is the eradication of poverty through the achievement of the Millennium Development Goals. In the light of the new powers granted to Parliament by the Treaty of Lisbon, the rapporteur explains the need to amend Regulation (EC) No 1905/2006 by extending its geographical scope, while at the same time putting Parliament at the heart of the decision-making process, alongside the Council. The proposed changes were introduced with this in mind. I would like to highlight the allocation of powers to the Commission to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union. This amendment will enable greater consideration to be given to Parliament at all stages of the process, from negotiation to adoption, making the EU more democratic and legitimate."@en1
