Delegated acts (Article 290 TFEU) give both arms of the legislative authority the power to block proposals by the Commission or revoke the delegation. Notwithstanding its apparent technical nature, it is rooted in the different interpretations of the scope of Parliament’s power of control over the Commission’s actions under the terms of the new Treaty. The unanimous vote in committee confirms that this is the interpretation most in agreement with the need to protect Parliament’s democratic prerogatives with regard to control of the strategic decisions on how to allocate development aid."@en1
