lpv:translated text	"A regulatory framework for planning and delivering assistance was established in 2006 in order to make the Community’s external assistance more effective and transparent. According to the reports submitted to Parliament, the implementation of this framework has revealed profound inconsistencies regarding exceptions to the principle of non-eligibility for Union financing of costs related to taxes, duties and other charges. In view of this, it is important to amend certain provisions of Regulation (EC) No 1889/2006 in order to align them with the provisions of other instruments pertaining to the aforementioned regulatory framework. These amendments do not go beyond the objectives set out in the Treaty on European Union and contribute to the need for this regulation to be clarified; owing to these factors, I voted in favour."@en1
