"This draft legislative resolution, which consolidates an amendment to the Financing Instrument for Development Cooperation (DCI) Regulation and is aimed at supporting banana-exporting countries, has led to formal problems between the co-legislators regarding the strategic programming documents to support this sector.According to the proposals tabled at first reading, procedures relating to delegated acts must be included in the DCI Regulation, as provided for in the Treaty of Lisbon. It is essential that Parliament’s powers as regards control over the applicability of strategic decisions and development aid be preserved. Indeed, in the light of the Treaty of Lisbon, I agree that such monitoring should be conducted on an equal footing with the Council, which would contribute to increased sharing of responsibilities between the European institutions and to mitigating any lack of democracy in the EU’s decision-making process."@en1
