"Madam President, it is beyond doubt that this directive marks a step in the right direction, as it tries to change the quantitative collection targets, to establish rules for the cross-border transportation of electrical and electronic equipment, and to harmonise the administrative steps applying to mandatory subjects in order to reduce bureaucracy. It is because of the excessive bureaucracy that I reject product definition at the EU level, even with regard to the possible enforcement of stipulated obligations by Member States. In this case, we should be guided by the principle of ‘if it ain’t broke, don’t fix it’. As far as the scope of the directive is concerned, I personally prefer a limited scope, because I am concerned that an open scope would include equipment that cannot feasibly be recycled or equipment with a long working life, thereby putting at risk the fulfilment of the agreed collection targets. In this case, I take the view that we should not only be ambitious in setting targets, but above all realistic, and we should not place a greater burden on local authorities."@en1
