"The European financing instrument for promoting democracy and human rights is one of the EU’s only foreign policy instruments which still maintains a rigid system for allocating funds, due to the fact that it does not offer the opportunity for an exemption from the principle of ineligibility of costs relating to taxes, duties and other charges financed by the EU. In a situation where we are faced with deteriorating protection for human rights worldwide, I believe that it is an absolute necessity for the European Union to reassert its role as a global leader for democracy and fundamental rights. In this respect, it is especially necessary to make the European financing instrument more adaptable to enable the Union and beneficiaries of European financial assistance to enjoy a certain degree of flexibility in managing the projects they undertake. On the other hand, this flexible approach to granting EU funds will be monitored closely to prevent the occurrence of abuses. Apart from the exemption which should remain regarding the approval of the financing of costs relating to duties, taxes and other charges and carried out on a case-by-case basis, the European Parliament must have the right to monitor the activities carried out by the Commission and the strategic documents adopted by it."@en1
