"Madam President, a significant part of the resources which are available to us through financing instruments and which are intended for the development of developing countries ends up via certain channels back in the hands of our companies or monopolies at home. I think that an essential purpose of these financial and policy instruments should be to ensure that the resources are used in accordance with the development plans of those whom we want to support.
Several speakers have already pointed out that we often finance regimes which are anything but democratic. When it comes to financing the development of the poorest countries, I think that we should be careful not to perpetuate the single-crop farming trend, but to open up opportunities for the modern development of these countries."@en1
