"Madam President, Commissioner, both Mrs Gomes and Mrs Lochbihler are right when they say that the events in Egypt and Tunisia should be receiving our support and should be attracting our attention, and indeed the instruments which we are debating, today, do create this possibility, particularly the financing instrument for the promotion of democracy and human rights worldwide. It is my conviction that this should be very strongly supported, because, indeed – as Mrs Gomes said – these rights are universal, and, this being so, the right to live in a democracy and the right to live in a country which accepts human rights are something which is quite obvious. It is important that the second instrument allows for this assistance to be given irrespective of the consent of the governments of third countries and other public authorities. This is something very important. Our assistance is needed by Belarus and Ukraine, it is also needed by other countries of the Eastern Partnership, and I think these instruments should be used, too, for these very countries."@en1
