"Mr President, ladies and gentlemen, I do not want to break up this joyful atmosphere. It is true that we have come to the end of the phase begun in 2005, during which diplomacy helped to ensure that events unfolded in the best possible way. However, there are still many unresolved problems. This is a young country and will be a young country once secession has taken place. It is a country that still needs to establish its borders, address the issue we have heard mentioned several times of the conflicts in the Abyei region, the issue of the oil pipeline, which is the most important thing in that country, and also the international aid system. I would therefore like to make a very simple point to the Commissioner. There are two or three things that we need to do. We need to establish a strategy for Southern Sudan, and recognise this new State on 7 February, without waiting until 9 July when the results of the election are made official. We also need to put our international service into action immediately, and establish a delegation in Southern Sudan. This is the only way to support a process; this is the only way for smart, strategic diplomacy to support this country on the path to democracy. I would note that the first thing that the country needs to do is to draw up its constitution, and Europe can be of great help in this."@en1
