"Madam President, Mrs Ashton, in my opinion the European Union made several mistakes in its past relations with Tunisia and Egypt. We made a mistake as far as Tunisia is concerned when we failed to speak up after Ben Ali won the presidential elections in 2009. I should add, by way of a reminder, that he won 90% of votes, but that the elections were neither free nor democratic. The same was true when the Penal Code was amended in Tunisia, putting an end to the activities of non-governmental and human rights organisations. We cannot afford such a policy of passivity and inactivity when it comes to the measures to be taken by Europe in the region of North Africa today. It will be very hard to return stability to the region if we do not play an active role and demonstrate our determination to achieve this goal. Governments which respect human rights, freedom of speech and the media will only return to power in North Africa if we take an active and determined approach to events in these countries.
