"Mr President, I have no doubt that this Council will be very important, essentially for matters relating to the recovery of Europe’s economies, in particular energy and innovation. I therefore cannot fail to stress that, basically, this Council is part of the implementation of the Europe 2020 strategy: it is part of that half – that side of the coin – that is the side of growth, competitiveness and economic recovery. However, because this is so important, I should like to make an appeal here, which is why I have taken the floor. In addition to subjects as important as energy and innovation, I call on this Council to debate and draw up a solution to the financial crisis that the European Union is experiencing. I believe that we do not have time to waste. Moreover, if we cannot expect a solution to this problem from Friday’s Council, and even if we have to wait until March’s Council meeting for it, it is essential for the Heads of State or Government to prepare to make the stability fund more flexible, starting on 4 February, along with preparing the relaunch of the European economic government. I believe that this matter is fundamental and cannot remain on the margins of this Council. Now, if you will permit me, I would like to make another point about this Council: I hope that it will also draw up a European Union strategy for the Mediterranean; I hope that it will draw up a response to the situations currently being experienced in Tunisia and Egypt. In other words, despite the importance of the issues of energy and innovation, I hope that the issues of the financial crisis and of the political crisis in North Africa will be tackled by this Council."@en1
